Schedule for activating new issuance rewards in full

Hi @eric, could you outline an estimated timeline for activating new issuance rewards in full? I have seen a few different posts and there are many Discord channels–I wonder if that could be synthesized to something streamlined here.

For example:
Jan 25 - complete testing pico inflation
Feb 1 - initiate governance proposal
Feb 15 - proposal voting completion
Feb 20 - upgrade
Feb 22 - activate full new issuance rewards
