Is there any opportunity to get my custom token balance for specific account?
for example I’ve minted 10 tokens. then sent 2 tokens to my friend. I know friend’s public key. I need to get this 2 tokens amount somehow.

If you want to see his balance, you can use the Solscan explorer:
Just paste his public wallet address into the search bar and you can see all of his SPL tokens in this dropdown:
